The Town Hall as Foundation
Each further expansion level of the Town Hall increases the maximum possible population in that city. The garrison limit increases by 50 points per expansion level.
With each expansion level the city design also changes: streams get bridges and small houses are added.

Satisfaction and Population Growth
From the line in the Town Hall (e.g. "Growth: 0.95 per hour") you cannot directly determine when no more growth is possible. It is helpful to calculate using the current satisfaction and the remaining free housing space.
An approximation formula is: f(x) = 123.94 · (x^0.1609), where x1 is the current satisfaction and x2 = x1 minus (max. citizens − current citizens). The difference f(x1) − f(x2) indicates the duration until growth reaches zero. The formula is only truly accurate from x > 50 onwards.
